Been opening the character xfer change (for the last 2 hours) but it still appears to be inaccessible help!

You can try clearing your temporary internet files (cookies and cache) and reloading your browser and trying again, Mournebay. You may receive an error processing a paid service for a number of reasons, if you've made sure your information is up to date and you continue to receive an error though you may want to give our Billing and Account Services department a call directly. They may be able to determine what the issue is or even process your request manually.
