I'm not entirely certain what that means, Phrasez. The only e-mail that has been sent was addressed within a few hours of being received. Unfortunately given the activity on the account the basic security verification process that we usually require is not enough to sufficiently verify who the registered user is.
As evidenced by the password tug of war whomever is accessing the account has access to some fairly specific information preventing your friend from being able to regain control on their own. To this end an e-mail was sent to the registered address on the account asking for additional verification and included instructions in a PDF file.
I understand that this can be a frustrating matter and the inconvenience of providing additional verification certainly adds to that. It is important to remember though that this is done so in the end the only person who has control of the account is the registered user.
Please have your friend follow the advice found in the following links, make sure their system is secure.

That is the best thing you can do, in order to get the investigation started though it should be noted that certain issues are usually directed to the appropriate queue well before the standard response time for other issues.
