Account being Temporarily Banned

My friend is trying to set up a subscription to WoW at the moment, but cannot because when he logs in, it brings him to a page that says: This account has been temporarily disabled and is currently unable to access World of Warcraft.

An email has been sent to the registered address on the account with the reason for this temporary closure. If you would like to appeal this decision or did not receive the message please contact our Account Administration team at wowaccountadmin@blizzard.com from your registered email address.

He is going to his email and gets an email that tells him to set up parental controls, and he did that. and it still will not let him in, all he is trying to do is set up a subscription, he is coming back from a 2 month break
