You are presuming nothing is done, that is NOT the case.
There just is no fanfare about it. You have no idea how many of these are dealt with daily, weekly, monthly. Trust me if nothing WAS done, you WOULD see a vast difference.
The two biggest tools to combat this are
A) Keep your accounts secure so they cannot be used for such things
and
B) Don't buy gold, don't let your friends buy gold and report anyone you see advertising for these cretins.
They have multi-BILLION dollar a year enterprises going with the sole goal of separating you from your real world cash. They don't care what they do to the game, players, the players they compromise or anything but their own bottom line. They lie, cheat, steal, scam, swindle and are not at all above going after their very own 'customers' in the process.
So moral of the story is protect yourself (and get an authenticator), and don't just accept people that you are aware of dealing with these miscreants into your social circles. These are not victimless crimes and it truly is everyone's business.
