If someone was to request a name that was already taken by another player, but the account with that name has been inactive for a long period of time, would Blizzard give the name to the person requesting it? Some have told me yes, others have said no...

It is possible, Massacred. There are a number of factors that are investigated when we check to see if a name is able to be made available for use.

The only way to know for sure is to submit a petition, however, please note this is a rarely provided service. =)
