Is my account banned?

Ok so i got this email about a chargeback for gametime i used mainly to restore the stuff my characters lost whne account was hacked, i tried to log in to say goodbye to my friends cause im trying to focus on other things and it said account currently disabled, is there a certain amount of time i have to pay the chargeback? Because i don't have the money to spare on this but i don't want my account permanently closed. And the gametime i used was paid for by the hacker and i would not have used at all if it weren't for a bunch of my items being deleted. I'm confused, upset and more than a little annoyed.
