That doesn't truly indicate they are bots as much as it indicates that they are exploiting. That is truly what is happening in this case, the advertisers have figured out how to exploit the in-game mechanics to allow them to advertise in this manner.
Now, our teams have been working on finding a resolution to this issue but it should be pointed out that it isn't as simple as flipping a switch. We want to prevent the ability to do this though without negatively impacting our legitimate players.
A couple measures have been implemented recently that detect and address these accounts, it isn't immediate as it does take a little time but it has proven fairly effective. You should no longer need to report the advertisement directly. The system isn't perfect but it is doing a great deal to stop it. If you notice a particular group of skywriters that have been around for awhile it would be appreciated if you could submit an in-game petition and let us know.
That doesn't mean we have stopped looking into preventative measures, those efforts still continue.

Again, there are mechanics in place that usually address such issues but if you see someone that has been at it for awhile and you believe they are botting, please submit an in-game petition and report it. That report will be forwarded for further investigation.
Now, no, you don't work for us, Aynow, if you did you may have a bit more understanding of what is happening and how it is handled. You play this game so have fun, that is why you are here. We are simply unable to be everywhere, we have developed several tools that allow us to find and address a lot of what happens, most of which you never see, but we rely on players report behavior that they believe to be a violation of our policies.
If you believe that we should not have a reactive policy in place or our methods should be changed in some way you are welcome to post in the Suggestion forum.
