Freeing up Names?

Recently I was told that in some cases GM's can free up names of long inactive low level characters. I was wondering if this is true and if so, what would be the proper way to go about doing it?

It's possible, Flone, though understand that there are a lot of variables we must look at before granting such a request. =)

As has been said, placing an in-game petition with the requested name and realm that you are looking for, and a Game Master will review your issue as soon as they are able.
