I am trying to figure out if it is cost effective to have WoW on more than one computer.
Do you have to:
a. pay for a second copy of the game and the expansions
b. pay for a second subscription in order to play along with another member of your house hold simutaneously, or can you play two different characters under the same login (which would be ideal)

To install on a 2nd computer? No. You may install World of Warcraft on as many computers as you like.

Yes, and no. To play simultaneously, you must have two separate accounts, which would require two purchases in order to have Authentication keys for each individual. Players are not able to play two characters under the same login simultaneously, and sharing of accounts is a violation of our Terms of Services, so I wouldn't exactly recommend it. ;)
