Looking at your account it appears parental controls were setup at some point.
    What if I lose my Parental Controls access email?
    You can request a new Parental Controls access email through the Parental Control page at http://us.battle.net/parents . This will send a new email to the Parental Controls e-mail address you first established.
If you have any questions or concerns in regards to parental controls on this account, you will need to contact our billing and account services team.
