Transfering characters over battle.net accnts

is it possible to transfer a character to another WoW account that is bound to a second battle.net account if both of the WoW accounts in question have the same first/last name?

Just want to clarify something. You may transfer a character from one wow account to another if both Battle.net accounts are under the same first and last name.
