New quest broken

I've recruited and taken 5 gnomes to the captain twice on my shaman and was not receiving credit then i switched to my druid and was able to complete it first time.. is this a known problem or is it because i have not completed the lower level quest off the tinkerer?

For those of you having trouble, was there any difference at all between your two characters who tried to complete the quests?

For instance, was one in a party and one not? Was either in a raid group? Please be as specific as possible as I'd like the pass the information on to the appropriate parties. =)

If possible, please try to NOT abandon the quest and see if you can get credit for the 5th. If not, abandoning and regaining the quest may be the only option to get credit for all five.
