Conditions of transfering GM rank?

i thought the current GM had to be inactive for a month before a game master can transfer the rank to active member of the guild?

could someone please fill me in?

There are many factors that come into play when looking over the possibility of transferring guild leadership to another member, Syperis. While the activity of the Guild Master may play a part in the deciding process, there are other things that we must take into account before we are able to relinquish control of the guild, and thereby the guild bank. It is our goal to assist, to step in when a guild is suffering from the lack of a leader, but it is not always possible to give complete access when requested.
