I have the burning crusade and wotlk installed on my computer but my last account was stolen, I dont have the cd key for burning crusade though. How do I get my new account to be able to play on bc and wotlk without buying a new cd key?

You will have to purchase the Burning Crusade and Wrath of the Lich King if you wish to upgrade the new account, Heavus.

Is there any particular reason why you are unable to recover the stolen account?
