Electronic upgrades can take anywhere from 24-72 hours to complete, Scaregasm. When the upgrade completes all communication aspects (trade, chat, etc) will lift.

You will be receive an email when the account is upgraded completely.

While in game communication is still restricted, the level cap and the gold cap are not. You will be able to level past 20 during this time.
