Paid Race Change not working?

I paid for a race change yesterday around 5pm and was told that it would happen instantly. it didnt so i logged out and read up on it where i was told that i would have to remain logged out for 20mins. i did still nothing. logged out for an hour. nothing. its now 3pm its been almost 24 hours and nothings happend i was logged out from 10pm last night to 3pm today...thats a little bit more then 20minutes. i looked on the paid services to see if it went thro and the character i chose to race change is highlighted red as unavaible because i paid for it and hadnt changed yet. i havent changed yet because im not given the option to. help?

When you access the Race Change Transaction Page, are you able to cancel or unlock the Race Change, Nayld?

Unlock the character if you have that option. If you do not, cancel the Race Change and try again. There may have been an issue with processing the payment for the service. As such, you may wish to try another method of payment.
