Tog Rustsprocket is Bugged

Harro.... a few of us have had tickets open for awhile, but on the Stormscale server, Tog Rustsprocket is completely bugged, and the quest (Prepping the Speech) is impossible to complete.

There's around 20 of us standing here unable to do anything about it. A couple people tried to get some Horde to kill him so he would reset, but he's not PvP flagged (probably to prevent abuse, I'd assume).

If someone can reset him without us having to wait the several hours a standard GM ticket takes, it'd be much appreciated.

Edit: For clarification on how he's bugged, when using the item next to him, it merely sets the item on Cooldown, and nothing else happens.
