I was in Arathi Basin and I put a report in for a warlock who was standing on top of the Stables where none of us could get him yet we were unable to cap the flag with him up there. I know Blizzard removed that outhouse to disallow players to be able to get up there, so this is why I felt the need to report him/her for exploiting. Was this the correct thing to do?

Indeed. Feel free to report this person via an in-game petition, Saelia. Be certain you include the realm that the player is from as well so we can find him. :)
