If he has the Wrath of the Lich King expansion, he is disqualified from the promotion.

If the person you wish to send the Scroll of Resurrection to has a Wrath of the Lich King account, Alvraen, they will be unable to accept the Scroll. Only standard World of Warcraft accounts and Burning Crusade accounts are able to receive a Scroll if they have not received one in the past, and the account has been inactive for 90 or more days.
