Well, that really depends on the issue, Keps, but we are currently around 1-2 days.

it was a mislooted item and the person who got it wouldn't be kind enough to return the item to the winner.

I'm not certain what can be done in that case, Keps, in most situations, unless there is a definable scam that took place, whomever received the item from the Master Looter (even by mistake) may keep that item.

I wish your friend luck though, a Game Master will look into it and take what actions are appropriate for any violations of our policies that are found.

I see so would it be consider a misloot or a scam if the loot rules were set at the beginning of the raid and there was a log for the rolls on the item?

That really depends on the circumstances. In the case of a misloot the person who receives the item has the ability to transfer that item, within a 2 hour time frame, to another qualifying member of the raid. We do not normally become involved unless a scam has taken place. The Master Looter making an error in assigning loot isn't usually something that we are able to assist with unless there is further evidence of a scam.
