Help with Abilities Toolbar

Alright, I know this is gonna sound like a dumb question but:, why can't we customize our abilities toolbars anymore? We used to be able to click and drag abilities to wherever we wanted but now new abilities are just put in the firs available spot. What's up with that?

New abilities will usually be added to an available spot on your hotbar, Slingshot, but as Nephe said, you can click and drag them to where you would prefer them.

Open up your main menu (esc key by default) select Interface and then click on Action Bars. Make sure that Lock ActionBars is unchecked.
