Name Change /Scammers

I got "scammed" or "ninjed" last week on "ICC 25" by a bunch of players that are members of guild of scammers.

That day, when Marrowgar dropped a tank wrist (Bracers of Dark Reckoning) they just stole it.
These players already have bad reputation in my server (as scammers), sadly, i didn´t know it before join that ICC 25, and most players in raid didn´t know as well.

These guys are used to fool people in raids every week . They feel untochables, so they use names like "ininjed" and create guilds with sugestive names like "WTS Your Bike" to scam without fear of punishement. So they still there mocking of who got fooled.

How GMs are unable to stop them. Every time i see they spamming trade for raids, i try to warn (in trade chat either) about their "scam" tendences, so other unadviced players have a chance to avoid the headache that me and many others had.

But today, when i saw these "Ninjas" looking for people for ICC 10, and i sent the "warning" message, a guy whispered me and told me that those guys are used to create guilds and change names. So they can keep "scamming" people even when they get their old names screwed and everybody avoiding raid with them.

Due that "whisper" i got a question:

Is there a way to detect these guys even if they pay for "name change" to keep scamming and fooling people?

Name changes, even deleting characters do not deter our ability to find someone, Tuor.

I believe that was the core of your question.
