there is no hard and fast limit on restorations, and one restoration certainly wouldn't prevent future ones....

What was the response that the GM gave you?

Is this the same character you did a race change on at the end July, Vhakula?

If so, that line is expected to reset.

I've heard of no particular issues with this one, but changes to a character can indeed reset some quests.
