I'm a little confused - if the transaction didn't go through that would be why it's not set for a change.
I'd recommend giving Billing a call on this.
You don't want to continue requesting a service as that could result multiple pending charges being generated. Those don't actually withdraw any funds, but they can reduce your available balance or credit line until they clear.
