Quest: Adding Injury to Insult
NPC: Bjorn Halgurdsson

He's bugged, at least on my realm. "Invalid Target" when trying to use the quest item, and he won't even aggro.

Please fix this so I can do the quest, Blizz.

NPC's will get stuck from time to time and require a bit of a nudge. I'd recommend posting in the Bug Report forum that this NPC seems to be getting stuck. If may be a fluke but it never hurts to have our Quality Assurance team to take a look.

Bjorn has been despawned, when he spawns again you should be able to interact with him once more.

Queue times fluctuate based on the number of requests that we receive. In this rare occasion I was able to help while I was looking into the NPC that you reported.

The advice to report this in the Bug Report forum is to possibly help players that may be doing this quest after you. :)
