The one I see (if this is the same one) has only upgraded. Now, that will come with 30 days, and if he's put in a recurring credit card - that won't bill until those 30 days are done. If it's month-to-month, the second won't even bill till the first paid month is also done.

The way to get rewards immediately would be to apply a 60 day gamecard - those go on right away.
