Account permanently banned - question...

My son's account was permanently banned about an hour ago and I'm trying to figure out why.

The reason given was that he was linking 3rd party sites and spamming. He's 13! He obviously doesn't operate any '3rd party' websites. However, being young and fairly compulsive, he does a lot of in-game begging. Is this what may have got him banned?

If so, I understand there is a multi-tiered 'pyramid' that Blizzard uses to suspend / ban accounts with. Wouldn't constant begging warrant an initial 3 hour suspension as opposed to a permanent ban?

I'm having trouble understanding the permanent ban on a first offense! If begging was the offense anyway...
