Possible exploit?

For some time now I've known how to get onto the walls of Silvermoon City. I've contacted a GM before asking if it was alright, but they didn't really give me a clear answer. It was a long time ago I entered that ticket. Today, however, I saw a GM post this:

The circumstances are different, of course, but from what I can determine from that post, it means that if you go anywhere you normally shouldn't be able to, you're exploiting.

So, to summarize, is getting onto Silvermoon's walls an exploit? I've been up there many times just to chill out and now i'm starting to think it's against the rules. :(
