While the game client can be downloaded for free, Piggotts, what you are purchasing is the authentication key(s) which unlocks the full version of the game.

You can upgrade one of two ways: the Direct Online Upgrade through Battle.net Account Management or purchase the games from a retail store. The costs for each upgrade are as follows:
World of Warcraft -- $19.99USD, includes 30-days of additional game play.
The Burning Crusade -- $29.99 USD
Wrath of the Lich King -- $39.99 USD
