Who owns guild bank

Just curious if 90% of guild leaves to join another guild, do the contents of the guild bank belong to the old guild master or the members who are leaving? I know normally if people take items they automatically get banned and items get removed when the guild master makes a ticket. Wondering why this is the policy.

For all intents and purposes, the guild, as a whole, owns the Guild Bank, Pollyvinyl. The leader of that guild, or the Guild Master, has the burden of setting restrictions and allowances to ensure that the bank is used efficiently, but not taken advantage of. The Guild Leader should have the guild in his or her best interest, this is why we allow them to alter the settings and why they receive all items in the bank should the guild be dissolved for any reason.

There are times that the Game Master department will step in and take action against someone that abuses the use of a Guild Bank; this does not exclude the Guild Master in extreme cases.
