Triumph to Frost Badge Conversion

Why is this not possible? Even if it was something like 30 to 1 or 50 to one, why can't we trade in triumphs for Frost to get geared up faster? As I've got all the triumph I basically have no reason to run dungeons anymore unless it's for my frost, or to run guildies in.

I would not mind queueing up solo as tank if I was able to convert my triumphs into frost.
