If i faction AND server change my toon that is collecting Shadowfrost Shards, will I lose them and have to start over?

As Shadowfrost Shards are individual drop items, and not specifically quest items (though they do require someone to be ON the quest for them to drop), they will not leave your inventory. You will, however, need to pick up the quest again. =)

Both Rotface's and Festergut's Acidic Bloods work the same way.
