SMC rep issue

After getting my Argent Tournament achievement where I receive the little gruntling and champion seals, I didn't receive my "Of Silvermoon" title. I realize you have to be exalted with SMC, so, being around 14000/21000 toward the goal, I went back to every possible NPC that gives SMC rep, including the ones in Hellfire Peninsula.

I couldn't find even one quest giver in the blood elf starting area except the repeatable one for the hearts and spinal dust. After farming some hearts and dust, I went to turn them in, and lo-and-behold I received the buff but no rep, even though according to a couple of fan wiki sites (wowwiki and wowhead) I should be receiving rep for these repeatable quests.

I literally cannot figure out how to get any more rep with SMC, even though I'm a blood elf and supposedly it's the easiest rep in the game to get to exalted.

The only thing I can figure is I paid transferred this toon from a pve server to my current server (Coilfang), although there was no race change, just a name change because my old name was taken already.

If I could get some help on this I would really appreciate it.
