Immediatly after a faction change.....

There is a cooldown on each service but the cooldowns do not overlap. If you use the Faction Change service you should be able to use the Transfer service immediately.

I highly recommend that you log the character into the realm before you initiate the next service though. This will ensure that all the appropriate flagging, from the Faction Change, is applied so it does not cause any complications.

Once you do that initiate your transfer and you should be set. :)

It does look like there may have been an issue with the transaction, preventing the transfer. Do you have the option to submit a payment or cancel the transaction?

You may need to cancel and retry the transfer, though you may want to give our Billing and Account Services department a call. They have access to more details than I do and may be able to help with the process.
