Free loot from randoms is stacked against you

im level 63 on my rogue. i hate questing but still do it. most of my leveling however comes from doing randoms. at level 63 ive had a grand total of TWO pieces of free loot that were not spell power or intellect.

While i can see the RNG being a complete and utter *$%^#$& at times i cannot believe this is purely an RNG issue. This is eaither a bug or its another blizzard stealth deliberate.
