I made a topic, got one response and I figure the situation was labelled "dealt with" as it's buried. :c Anyways, this is an issue.

This is the error: "We were unable to process your request with the information provided. Please consider purchasing a retail copy of the game or contacting Billing and Account Services for further assistance."

Calling billing won't do anything apparently. This issue has been brought up on other topics and not dealt with. They say they have called billing, and it's a chance that they might be able to upgrade, and they might not. I don't want to sit there waiting and waiting only to be told it can't be done.

I'm not the only one with this issue, so It's not a problem on my end. It keeps rejecting my credit card. And the answer "retail copy of the game" doesn't really work here. It's ten bucks more expensive here, factor in gas (not everybody lives next to a store that sells it...), in the end, the online version is less hassle... well save for this.

Could I at least get a "we're working on it"? So I know you're not just dismissing those problems and labeling them as problems on my side?

They can actually do something, acknowledge that it's a bug within their system and not on my side. They can mention it's being fixed, and that it's actually broken, versus being ignored. It doesn't matter for me, I can wait until they fix it, but what about others? I still need to get my druid to 70 before needing it.

There could be several reasons as to why an account is unable to be upgraded with a particular credit or debit card, Faeine.

In the majority of these cases, we find it is the financial institutions that are blocking the transaction from completing. Another reason a transaction would not be accepted is if the incorrect information is being entered. Occasionally players have moved recently and have not updated their information, or the verification code entered is incorrect.

If a player contacts Account Services for assistance with the upgrade, we will obviously assist them; however there is no guarantee the transaction will complete successfully.

If you run into this issue when you attempt to upgrade the account, you may wish to give Account Services a call. You may be pleasantly surprised at the outcome.

Q u o t e:
If it was on my end, why are other people having issues? :c

For the same reasons as I listed previously.

Q u o t e:
And if my card was invalid, why did it work before? I bought a month of WoW time, and like, not even five minutes later went to upgrade. Invalid card.

It may be that the financial institution perceived the upgrade attempt as fraud, and therefore for your protection, blocked the transaction from processing. There may be additional underlying factors as to why a particular transaction is not accepted as well, many of which can be addressed with the financial institution directly.
