I thought GM's could view what happened in instances and correct wrong doings, A raid leader<removed> said he couldn't loot me heroic Mauradins Spyglass and he was suppose to open a ticket, but a GM spoke to me in game and said he didn't open a ticket. So Raid leaders are allowed to just keep loot if they see fit and just lose game time if someone spams trade on what he did.

Woodzy, the Game Master did NOT tell you the other player had not opened a petition, as a matter of fact he told you he could NOT tell you that twice in a very short conversation.

It is up to that player to open a petition. Contacting them may be best.
