Name change money taken, but change not done

Yesterday, I requested a paid character name change. In response, I got an e-mail saying that the payment "could not be processed successfully". The credit card company says that the charge was approved. Also, the Blizzard site now says that I have no forms of payment associated with my account. I tried to call Blizzard to find out what the problem is, getting a "too busy; too bad" message in response.

What I'm reading in all of this is:
  • Blizzard requested a charge on my credit card. The charge was approved.

  • Blizzard denied the paid name change anyway.

  • Blizzard removed my credit card as a form of payment.

  • Blizzard doesn't have the infrastructure to answer a phone call.
So. Why isn't my name change done? Why did Blizzard take my money anyway? Why was the credit card removed as a payment method? Will Blizzard also wrongly report that the card doesn't work for monthly payments?

In short, what the hell is going on here?

You need to contact Billing. Persistence will get you into the queue, calling back periodically likely won't have as good an outcome.
