What are the rules/course of action for PUGs?

Are there any policies or official courses of action to follow in the case of loot disputes in a PUG? I once saw a blue post saying that if someone was in a GDKP run and the leader were to "steal" from them, they would be permitted to file a scam report to recover their money.

I was wondering if there is any policy in regards to PUGs that don't involve gold but do involve "scamming" in the sense of getting players to join and then not rewarding them loot that was won under the advertised system for the PUG.

I doubt this needs an example, but for clarity I will provide one:

If a player advertises that he is making a raid and invites 24 people, takes the raid into the instance, an item drops and he loots it to himself via master looter and then leaves, is there any action a player can take to resolve this issue or see that this behavior is punished, or are people simply free to take advantage of others at will?

Any time you believe a scam has taken place you are welcome to submit a petition to have the matter investigated. Though it should be noted that although GDKP runs are not currently prohibited by our policies neither are they supported and you participate in one at your own risk. We will take what actions we deem appropriate based on any violations of our policies that are found but we do not guarantee that we will be able to recover any items/gold that you may have received.

If you join a party/raid you are allowing the leader to determine the looting method used. Master Looting is not the intended looting method for pugs and should really only be used amongst players you have a reasonable reason to trust. If Master Looter is used you are allowing that person to decide how loot is distributed. Without any other rules present the Master Looter is able to distribute items to whomever they wish, even themselves.

If firm looting rules are established though, and a scam has taken place the matter can be reported and investigated. We will take appropriate actions based on what we find and if possible, award loot to the person it was intended to go to.
