Getting a toon restored.

What would be the fastest method to getting a Character restored?
I had an Old Rogue That got deleted when my account was compromised,
I have gone through the procedures to secure my account ( Auth/Change EVERYTHING.)

And i am curious what would be the quickest method to get this Character restored.

Whether it be Via Phone Or ingame, Just looking for advice, cause this is a first time Such an issue has risen.
