Won't restore characters below level 10?

There is no such policy, Zalberd. There are restrictions elsewhere based on character level. Like you are unable to transfer a character with the Paid Character Transfer service if they are under level 10 but if your account was compromised or you accidentally deleted your bank alt, our decision to restore would not be based on the character's level.

Now, it should be noted that low level characters are usually cleared out of the database after very little time so if it is deleted make sure you report the loss right away.
