If an account was made for a child is it possible to change the registered accounts name to his once he reaches 18 years of age?

Yes. You can change the account name when your child turns 18, you will need to call in to Billing and Account Services first here:
    Account Services
    Assists with: billing issues, password recovery, paid services, subscriptions, payment issues, account management, etc
