Why am I paying extra to rejoin WoW?

About a year and a half ago, I quit playing World of Warcraft. My account was upgraded to Wrath of the Lich King and I had several characters on Ursin.

I am trying to resubscribe to World of Warcraft and I just managed to get my credit card through. I have sucessively got a subscription now.

My problem is that I basically only paid for a standard edition of WoW. My account on Battle.net says I only have the standard edition and I need to pay $30 to upgrade to Burning Crusade.

Why am I being charged to re-upgrade my account to BC and WotLK when my account was already upgraded to WotLK before I quit?

This is ridiculous, and I hope it's just a bug in the system. I want my original account back with all my characters.
