Officer chat doesn't seem to work on my guild. Anyway to fix this?

That would be my recommendation as well. Right click on your General Chat window, scroll down and select Settings.

After a previous patch the Office Chat option was turned off by default. We hope to have it addressed in an upcoming patch but once you manually turn it back on it should remain that way.
