The guy you were talking to was mistaken, Modius. If they were unable to restore a deleted character it had absolutely nothing to do with what the character's name was or if it had a high ascii symbol in it. Even if those symbols weren't permitted, which they are, we would simply rename the character if it was an issue.
There is likely a great deal more involved in that person's story.
