Account to Account Transfer Error

I am currently trying to transfer my druid from one of my battle.net account to the other (but on the same realm), and I get this error:

The destination account does not meet the requirements for an account to account transfer.

I'm not sure why this error occurs, but I don't want to pay $15 a month extra just to play my druid, I would rather pay the $25 for the one time transfer but it is not letting me. Please help me fix this problem!

As stated above, unless this is a case of a minor/legal guardian arrangement - accounts cannot be transferred between parties. That would be why this transfer won't work.
