Race change during cataclysm

Will people be able to use the change race ability to change a character to the race of worgen or goblin as soon as the expansion comes out?

The following is taken from a stickied FAQ post found in the Cataclysm forums, Itsuwari.

Will you be able to race-change into Worgen, Goblins, or new race-class-combos?

Blizzard has said they won't allow it initially because they don't want the race-changed player to be the first 85, but I'd expect them to allow race-changes to them within 2 months of release.

So yes, but not at first.
