Can't restore item because time ran out??????

Okay So I purchased two pvp items and I did not realize until the next day that I purchased the crit items instead of the haste items, it was my mistake. I open the ticket to a GM the next day and I FINALLY got a response to tell me that it has been too long for them to restore the item. I opened the ticket the next day so the delay in time was not my fault, it was YOURS!!! So why am I having to pay for your slow response?

Well, this has been answered several times correctly, but just to reiterate.

The 2 hour timer was instituted a long time ago so that players could amend mistakes of this nature themselves.

We allowed a VERY long grace period where we would continue to assist and educate players on that use - that stage lasted nearly a year.

It's been some months now since we've been able to assist with this in most cases. That grace period has long expired.
