Limited call queue

I've been trying to get in contact with the billing department all day. I've gotten the same message about the hold queue being full. From the looks of the forum, this is not an uncommon issue.

My question is simply this:
1) Why is there a limit on the hold queue? Blizzard is probably the only company I have ever heard of that has such a thing. I think most people would rather sit on hold for 10, 15, or 30 minutes instead of having to spam redial every 3 seconds.
2) What is the limit on the hold queue? Two? A hundred? A thousand?
3) When is the best time to call to avoid not being able to be placed on hold?

There are physical limits to systems, and no - we aren't happy about customers trying to reach us and having those kind of challenges either.

Prior to the message (which gives alternatives many callers CAN use to resolve their issue), you got a busy signal. This lead many to sometimes erroneously believe our phones were actually out of order.

The message was an attempt to provide useful information and is simply in lieu of that busy signal.
