I am very angry.

Seriously, I am really angry. There's going to be a lot of information below about why I am angry, who I am angry at, and once again, why I am angry. A brief summary of the information is this list*:
1. Player Harassment - Towards me
2. Guild Harassment - Towards my guild
3. Defamation - Me, my guildmates, and my guild
4. Threats - Towards my guild leader
5. Lack of Response - Ignored tickets.
*This list is not an outline.

I'll start explaining by what caused it all. On June 29, a former member of my guild was kicked out by an officer a few hours before I logged on. I will be referring to this member as "Ted". He was kicked out by my fellow officer after said officer received a whisper from a player that "Ted" stole some gems from his the previous night. I took over the situation and discussed it with "Ted" and the player separately. I asked "Ted" to return the gems and told him that I'd re-invite him if he did so, he refused. I sent the player replacement gems, at that point, he is no longer involved in this.

"Ted" decided that he did not like the guild kicking him for those reasons, and decided to tell me that he didn't want to be a part of a guild that would kick him for something he did to some "random". I kick his alts out of the guild. And that's all... or so I thought. Over the next few days, "Ted" goes on a crime spree of gem thieving on various characters of his. I know this because it was all over trade chat and even inspired a few posts on the realm forums. I felt a need to warn people who didn't know yet, because it started within my guild.

On July 2nd, 4:40(ish), he whispers me, and we begin a conversation. I don't know why he whispers me, I don't really want to talk to him, but since I considered him to be somewhat of a friend, I warned him that his actions might get him banned. He told me that he wouldn't get banned for it, and that he had checked. I didn't believe him(I was wrong apparently), and told him he should stop. The conversation eventually turned towards why he was kicked, the guild's policies and then him starting to talk about how he was going to cause the "demise of the guild" and "make the guild leader suffer". At this point, I decided I didn't like him anymore, and kinda just let him talk while I barely responded. He started telling me what he thought of the GL and what he was going to do to the GL. Then we ended up discussing why he was kicked again and I replied a lot more. The conversation ends on around 5:27 am, with him bragging about how many gems he has stolen.

After this, I log off and I log back on in the late afternoon. I hear in guild chat that some guy is ranting about how my guild is a guild of ninja looters. Turns out, it one of "Ted"'s alts, I know because all of his alts had been in the guild before I kicked them out. I see it in trade, and it is exactly that. I whisper the alt, rather angry, and we both end up liking each other less. It is around this time, that I put my FIRST ticket in, reporting him for guild harassment. I get generic reply about 2 days later. During those two days, "Ted" begins to target guild members with his harassment, calling them ninjas. He begin calling me a ninja, and I edited that into my ticket. The two days is over, the ticket is answered, and he is still harassing me and stealing peoples gems(at this point he had been reported by many people for it).

I continue to put in tickets about the issue for the next 2 weeks, and I also make a post(Link Below) on these boards. I put in 8 tickets, 6 of which were generic replies. I got two where a GM attempted to talk to me, but for one I had gotten up to go to the backroom, and was literally gone for two minutes and got back too late to reply. The other time, a GM decided to whisper me during a ICC 25 LK Pug attempt(we downed him that attempt), and due to the fact that I was concentrating on the fight, I didn't notice the GM message till it was too late.

"Ted" after being made famous by various people, changed the name of his main and stopped stealing gems. However, he has not stopped harassing my guild. He still harasses me, he still threatens my guild leader, and he still on a rare occasion accuses my guild of Ninja looting. To go further, I'll have to tell how he has harassed me. He started with accusing me of ninja looting, he stopped that after he got a name change. Now "Ted" gets on his alts, goes to a capital, and starts saying in trade that I have stolen gems from him(Oh, the irony). I have stopped reporting him(Since clearly it was pointless), I have attempted to ignore it(It's quite hard, for the following reason) and I have stopped replying to the whispers I get from people telling ME that if I return the gems I won't get banned.

So, "Ted" has harassed me, my fellow guildmates, and the guild as a whole by ninja looters in trade chat either individually or as a group. "Ted" has been reported many times for this.
"Ted" also harassed me by calling me a gem thief in trade chat.
"Ted" also made threats about my GL involving hacking and vandalism in whispers to me.

And since nothing was done for two weeks, I stopped reporting it, and hoped it would fizzle away.
To this day, "Ted" still harasses me, my guild, and my GL. I still receive whispers from people asking me why did i take "Ted"'s gems. I reason that since I have stopped reporting it, I have less reason to rant, but I did so anyways to vent some of the anger that I am feeling about this issue. Most of the anger came tonight, after a long day, I logged online to see one of "Ted"'s alt posting in trade chat that I had stolen some of his gems, followed by me receiving about 10 whispers mostly from people who said 2 things to me; If I return the gems the GMs might not ban me. "Why did i steal his gems"?

It's really aggravating, and I am just venting some anger on these forums with no belief that I will get a response with some substances to it.

First off, Chiller, I am sorry to hear that you are experiencing such an issue with a fellow player. We all hope that those that we invite into our guild will uphold the same principals as we do and it is a disappointment to find that they do not.

I need to cover a few things regarding our harassment policy and what you have described. Though we do take reports of harassment very seriously not all harassment issues are the same. Much depend on the nature of the harassment, what can be verified, if it actually is considered harassment. We must also consider what the penalty may be and what previous actions has the account has received.

Looking into the reports you have made regarding this matter I'm afraid I can only see a total of 4 petitions submitted from this account. The first being on 7/2. It was addressed very soon after the petition was submitted, we looked into the claims that you made and took appropriate action based on violations found.

The other 3 petitions were submitted on the same day. 7/10 at 20:20 GMT, 21:37 GMT and 23:11 GMT. With the first two petitions the matter was investigated and addressed appropriately. Notes were made that this is an ongoing issue as you have reported the same person before.

The last petition seemed to indicate that you simply wanted to discuss the matter with a Game Master. I'm afraid that we would not really be able to provide much information except that we would look into the matter and take appropriate actions. We do not provide information regarding other accounts and regardless of what may or may not have been done regarding the matter, that information could not be conveyed to you.

That unfortunately is the last petition I can verify as coming from this account.

Now I do understand your frustration with this issue but it is important to note that the number of petitions received regarding an issue within such a short period of time does not necessarily constitute different reporting periods.

Please keep reporting, Chiller, make sure you note when you report a potential violation that mention that this is "ongoing harassment".
